Thank you for your message. Unfortunately I do not have
detailed information about your issue. According to Customer Bulletin
"Importation of Personal and Household Effects and Private Motor Vehicles as
Removal Goods into Finland" a vehicle which has been granted tax reduction as
removal goods may not, without payment of the tax in full, be sold, hired out or
otherwise transferred to another person, nor be put at the disposal of persons
other than members of the immigrant’s family, whether for a consideration or
free of charge, before the vehicle has been under the ownership of the immigrant
or his spouse or in their possession under conditions leading to ownership and
in the use of the immigrant for in all three years, of which, however, after the
removal at least one year in Finland.
The period of use in Finland after the person’s moving to Finland is considered
to begin on the date of the tax decision. Only that period during which the
immigrant and the vehicle are in Finland at the same time counts as time of use.
Thus the time limit runs in Finland only when the vehicle is used by the
immigrant in Finland. For example, when the immigrant stays abroad, the time
limit ceases to run.

You need to have a written permit from Customs for the removal of the surrender
constraint entry. The surrender constraint entry will be deleted at an
inspection station when the customer presents the notification part of the
registration certificate and a written permit from Customs for the removal of
the surrender constraint entry. Now, I recommend that you fill in an
application, unfortunately only in Finnish:

You also need to enclose following documents:
- Certificate for Customs, (special one for customs about insurances in Finland)
from Your insurance company
- Photocopy of car registration certificate
- Decision on car tax (recommended)
- Document about living in Finland (testimonial etc.)
You need to send the form and enclosures to nearest customs office. Contact

You fill receive a decision from Customs by mail. After that you also need to
visit local inspection station with documents.
